From **15 September 2026**, goods transported into Norway by road must be covered by a digital notification and disclosure message. This is not only a driver task: the carrier, forwarder or customs representative must prepare the process before the journey.
What exactly changes?
Information must reach Norwegian Customs **before the border crossing or no later than the moment of crossing**. Digitoll links three levels of data:
- the means of transport and planned border crossing;
- the master consignment;
- one or more house consignments.
The references for each journey must allow Customs to risk-assess the transport before arrival.
Who is responsible?
The operator of the means of transport is responsible for the transport notification. Filing may be delegated to a customs broker or another representative, but the carrier must make sure the data is complete and submitted on time. Paper documents alone will not satisfy the new obligation after 15 September.
What does the driver do at the border?
The procedure depends on the crossing.
- **Svinesund and Ørje:** number plates are read automatically and the driver follows the green or red routing signal.
- **Other road crossings:** the driver may need to report to the customs counter or use a terminal.
- **The Finnish border:** the driver must always report to the counter and present an export document, for example as a barcode.
- **Ferry ports:** the driver must enter the customs office and use a tablet or speak to an officer.
Digitoll does not remove other required freight, transit or export documents.
Carrier checklist
- Confirm that your TMS or customs software supports Digitoll.
- Agree who submits the transport, master and house consignment data.
- Give the driver the correct reference and crossing instructions before departure.
- Check the registration number, route and links between consignments.
- Provide a backup contact who can correct errors before the truck reaches the border.
The next deadline: 1 March 2027
From **1 March 2027**, the customs declaration must be submitted no later than the border crossing, and Norway’s direct transport arrangement will end. Until then, goods can still be presented by reference number in certain cases.
